9th gen i7 in a 2012 Vostro 470?

I have an old vostro and would like to put an unused i7 9700 cpu from an xps 8930 in it, is that possible, compatibility wise, i mean?

 The pc has 16gb of ddr3 ram.

Short answer NO.  the 9th gen i7 needs a specific Intel chipset motherboard.  And FWIW the old Vostro case will not accept a new motherboard either.  If you want to create a new PC with the i7, you will need new motherboard, new case, new CPU heatsink, new power supply and new memory, at a minimum.

Thanks. What about putting an RTX 2060 from a Dell XPS 8930 in to the Vostro? The bottleneck comparison checker says their will be a +10% bottleneck with the CPU is that a no go?

Anything recent in that "old" hardware system is iffy at best.  Another issue may be the required power supply power.

Yeah, I was intending to put the PSU from the 8930 in the Vostro.
