working of vault drives of a VNX5400 system into another with different serial
If all vault drives from a working VNX5400 unified system DPE(containing block system OE version 05.33.009.5.238 and file system OE version 8.1.9.236). are trnsferred into a different blank DPE with no drives, will the new DPE function as a normal VNX5400 system, with ability to configure and control use the attached DME with the help of Control station. If not, is it due to serial of the VNX5400 box being hard coded into the hard drives during installation, or due to some other issue. Can the two OEs be copied or installed from drives of a working VNX5400(or obtained from other source) into blank hard drives of a different VNX5400 box. If so, what are the steps required, including any license issue.

That will not work for a number of reasons - not just the serial numbers
You need to work with EMC service or an authorized service partner to get new vault drives and then properly install the the VNX File OE on top.
They can also work out any license issues
This is not a customer supported procedure so without access to the proper tools and procedures its bound to fail
