VMware Report that filters by cluster and displays VM name and Power Status
I cannot find a custom report that will filter by cluster and display VM names and the power status of the VM (on and off).
No Events found!

Try the following, see if this will help you
Dashboards| Reports| Build a Custom Report| Use all Data
Select Virtual Machines, then Table ViewEnsure you select Show all
Check the following Properties
So it looks like the following when you select the next button
Click finish and run the report

To parametererize the search as in reducing it by cluster, you can use the Right action panel in foglight > Data Tab
Under Data expand the Vmware > Drag Clusters to the Parameterized View.
