Copy Dashboard for another user that they can edit

If I do a deep copy and choose other user as a destination, they can use the dashboard fine but they cannot edit anything about it.  How can I copy the dashboard so that the destination user can do whatever they want with it?  I thought a copy would allow them to do whatever they want with it?
