I need unity vsa 5.3 download link

VSA 5.3 installed, however the license activator does not work. When generating the .xml license I receive > There is an issue connecting to license server. Please try after sometime or contact the administrator.

With a 5.1 deployment it generates an .xml license however the 5.1 only accepts .lic files. 

Is there an issue when generating .xml licenses on 5.3?
