Dell Peripheral manager launched without user log in

I had a user approach me this morning to show me the Dell Peripheral Manager had launched on their system. I though it innocuous until I noticed the user had not signed onto their system. This software appeared to be running outside of the users profile. This concerned me because the software would allow me to configure the keyboard and mouse preferences. Since I am always in a heightened state of security, this prompted concerns of what else I could do using this app? 

Can someone please elaborate on this app? How does it work? Were is it running? Other than the fun of messing up a users keyboard and mouse, has it been vetted and hardened to prevent further malicious acts? Is there anything else Dell has installed that is running outside of user credential?
