Venue Pro 11 5130 stuck at Windows version 1511 update attempts all fail and revert

Windows 10 version 1507 installed and then updated to 1511 back in 2015.  Windows has tried to update to every version since and always goes all the way through and then fails and reverts to 1511 (1607, 1703 and now 1709).

PC works fine so I never was too concerned, but now 1511 has been declared obsolete so I want to figure this out.  I was hoping that newer versions might work out the problem as they got more sophisticated but it has repeatedly tried 1709 now and stays stuck.

Tag is , bios is A17, all Dell diagnostic testing passes, driver check recommends 'chipset Atom Z3000' update which I downloaded. It tries and reports 'installation failed' - I doubt this is significant.

Maybe related - right from the same point on it always tries to install 'Netgear Infrastructure Devices' and that always fails and keeps trying also.

I am imagining that I must force a change of some hardware driver or do something in regedit.  I know there are log files that may have clues but I have no experience in that area, but with guidance I can go look for them.

I am hoping this has happened to enough others that there is a known solution to this.  Please help me.  My search did not find any posts that seemed related.

Same problem here, with a Venue Pro 11 7130. Tried several times.
