Venue 8 Pro Camera problem after Windows 8 Update

After numerous attempts to get the camera back following Youtube videos and comments on this and other discussion boards, I was unable to get the camera to work or, if it did work, to save the picture.   I downloaded and installed the Dell BIOS update (went from A.01 to A.16) and upgraded Intel chipset drivers.  Installed all the Windows updates.  Still could not get the camera back.  Finally, I did a PC refresh (not the restore that resets to factory settings) and the camera came back.
