Venue 10 Pro Stuck at "rebooting system to make tpm2 settings in effect"

Hi,

I have a few questions

Main one how on earth do you get a Dell technician or start a return I have wasted hours on there site and its rubbish? There on point in having help once the device is in Windows how about before this

I have done a few searches with regards this problem "rebooting system to make tpm2 settings in effect"
and I have found no solution?

What happened was the tablet just started to slow a bit and the recycle bin stopped working I had problems with OneDrive save location, seemed to point to storage problems, so I did a Windows 10 reset keeping nothing and a full wipe it got to the end and had a problem with removing all data and said I should do it again if I was selling the unit then reset to this "DELL" logo the a second flash of "rebooting system to make tpm2 settings in effect" then "DELL" again over and over till I hold the power for a while and turn off

I can not use the 2 options at the start F2 Setup or F12 Other boot devices if I press the volume buttons a loading bar comes up but then just carries on with the loop

On some of the posts people have said about BitLocker - I did not use this

The table was up to date with BIOS A07

I have had it for about 8 months and used it very little twice a week?

I am going to try some other things later and post back if I have success

I have tried lots of things today

With USB devices Windows installs direct from the discs

Nothing works it looks like it wants to do something but then gets stuck with "rebooting system to make tpm2 settings in effect" so nothing will run and with no access to the BIOS I think its bricked for some reason

I have read on another site that its unfixable I'm thinking that's the case

So if you have warranty and can get hold of someone at DELL get it replace or fix by them
