Supported tablet was not found

My father recently bought a used Dell Latitude E5540. It works great, except for whatever reason, my tablet won't work with it.

The tablet is a Wacom Bamboo Pen, CTL-470.

I've watched every video, followed every guide, downloaded every available driver on Wacom's site, and it still doesn't work. It doesn't show up under Devices half the time despite lighting up when I plug it in. 

If it helps any, this laptop came with Windows 8 and was upgraded to 10 before being sold to us.

Any help would be greatly appreciated, as I am an artist and my tablet is vital to my hobby. I really hope it's a fixable problem and not something wrong with either device. Thank you all!
