Inspirion 1759 battery is not charging

My battery was not charging and I ordered a refurbished battery from Dell.  However, the new battery takes about 3 days to get a charge.  I have the original adapter and the adapter's light is on.  A fluke meter test showed that the energy from the adapter was within normal limits.  I had a person replace the jack on the computer, (before I bought the battery) but there was no change.  Does anyone think that this is an internal motherboard issue?
