Filemanager messages in French but menu in English - Venue 8 pro 5855

I purchased the Dell Venue 8 pro 5855 from a French seller. 

I changed the system from French to English but messages, pop up windows still displayed in French. I did a complete install of Windows 10 64 bit selecting only English during the install.  It seems to have correct the language issue except Windows File Manager still displays messages in French. 

Other than wiping the C: drive and attempting a full install loosing all the Dell related software is there a way to correct this?
