Dell Venue 8 only charges when On after Windows 10 update

Evening,

Last week updated my Venue 8 with the latest Windows 10 update "Creators Update". Prior to the update I could charge the unit when it was On or Off... Now, it only charges when the unit is On.. When I power down with the power plugged in, the charge LED is on and after a minute or two, goes off and when I boot the unit back up say an hour later the battery has shown no progress in charging.. If I keep the unit on, then it charges no problems.. Any ideas?? tried different cables and chargers and this is plugging straight into the unit not thru the OTG cable..
