Dell Venue 11 pro 7130 i5 making cellular calls

I have the above tablet the cellular is activated everything says it is online when I go away from the house it switches to cellular to keep me online but there is no icon on the task bar right side to bring up the phone and make a call or get text messages and I cannot figure out why or how to fix this issue?
