Dell Rugged Control Center Admin Settings Ignored

I am trying to do this. I have the registry set with all set to true. I have the it_admin_profile.json set in the C:\Program FIles\Dell\Rugged Control Center\ folder, created via the admin tool. But the user can still edit everything and none of the admin settings is set. Am I missing something?
