Unfortunately I think you are out of luck and it is a bad system board or storage (which is built into the system board.) We purchased around 200 of these tablets for our school and have seen about 30 of them either give this error message or show the symptom that the light next to the camera comes on and stays on and nothing ever appears on the screen.
For the ones that this happened to under warranty the only solution was to replace the system board - a part Dell doesn't keep in stock if you don't have an extended warranty. I've tried multiple times and they never have a source for me to purchase new ones from.
We've been hugely disappointed with the product and will not be purchasing another Dell tablet device in the future.
