Dell 5175 restart and power on problems

Hi have picked up a dell latitude 5175 for my son as I have one and its a great little 2 in 1. But this has a problem with restarting, if I update a driver and it requires a restart what happens is it shuts down and stays shut down then I have to press the power button for about 20 sec and do it again to get it to boot up. Updated the drivers and changed the bios setting.  

Enter Bios Settings =>  Secure Boot => Expert Key Management:
Set "Enable Custom Mode" to on, was off before.
Custom Mode Key Management is kept to PK.

Installed the Intel HID Filter Driver from the Dell 5175 support site to a older version as recommended.

Still the same. Could it be a power button problem or a software issue, any help please.
