Dell 11 Venue pro 5130 32bit Screen brightness flickering

Hello, 

Device is manufacure refurbished  as new they say  looks like new, software was factory reseted etc

from the first boot

I'm experiencing hard intermitent flickering if i try to adjust the brightness anywhere below 100%, sometimes the slide does not have any effect but after 10-20 seconds the screen starts to flicker , sometimes the brightness goes lower and starts to flicker .. from low to hi power very fast.

Adaptive brightness is off everywhere

Panel refresh - off

energy saving - off 

Even in Bios when i change the brightness level it starts to flicker.

Everything is up to date.

Any sugestions?
