Can the Dell Venue Pro 11 (7130) power supply be safely used to charge other micro USB devices?

I'm trying to determine if it's safe to use my Dell Venue Pro 11 (7130) Power supply to charge other devices via micro USB 5v power source.

I.E. Phones, Tablets, Bluetooth devices (keyboards/mice/headsets).

I'm trying to determine if it's safe to use and avoid carrying more then once Micro USB charger.

The label on the Venue Pro 11 charger says Dell 24W AC Adapter

Dell Output: 19.5V 1.2 OR 5V 2A.

I understand some devices may not charge, I want to make sure the voltage is really 5V for usb devices and not 19.5v, since it has the 'or' on the label.

I have tried it on a 5V tablet and it seemed to charge fine - nothing caught fire. That is by no means an authoritative answer though.
