ISM 5.2 on ESX version 8.0

We have installed ISM 5.2, but the IDRAC states limited connectivity. Vmware ESX 8.0 on Dell R650xs
We notice that the VIB installation did not create the vswitch, normaly called vSwitchIDRACvusb. The nic vusb0 is created.
We have reinstalled the ESX, and then reinstalled the ISM with the same result. We have three servers, on two it works without issue, the third is problematic. We have uninstalled the VIB, IDRAC realises, we reboot and reintsall, but the vswitch is not created. Server firmware is the latest available.
we have compared the servers config, they are identical except of IP addreses and name.

The CIM SERVER is stopped on all three servers. The OS type and build number is reported in IDRAC

I believe a majority of the times this is seen it is because the OS to IDRAC passthrough state is disabled, or the mode is not set to USB NIC. Another thing to check , and although it is not likely, would you make sure the IPs assigned are not already in use?
Also, you can try to restart the sfcbd-watchdog services after its installed if a reboot doesn't create the nic
