Dell/EMC PowerEdge R450 - Load SCP (Server Configuration Profile) XML from USB FAT-32 Formatted Drive

Does the iDRAC9 in the 14th/15th Gen Dell/EMC PowerEdge allow one to load the SCP XML file onto a FAT-32 formatted USB drive and connect it (via an adapter) to the Micro-USB A port on the front of the server (like the USB-C port on the front of the 17th gen)?

And, to connect a FAT32 32GB USB Mass Storage device (thumb drive) to a 14th/15th gen PowerEdge, would one need to use a a Micro-USB-A to USB-A (Male) adapter (cable) ?

Because as far as I know, the USB-A port on the front of the sever is not connected to the iDRAC (but maybe it can be toggled?).  Only the Micro-USB-A port.
