The RDF state of PARTITIONED means the  2 arrays can talk to each other via the RDF ports. This means you currently have no connectivity between the arrays. You will need to sort this out before you can get RDF traffic happening again. It also explains why your R2 side is out of date.

Start by checking that the RDF ports are logged into switches and that the zoning is good - assuming it's fibre SRDF.

Also check the online state of the RF ports. run 'symcfg list -ra all' locally on against each array and check the online state.
