Control Centre Performance Manager and SPA contain metrics to assist in determining the utilisation levels of an FA port - pay particular attention to the % busy metric. The IOPS numbers vary of course depending on DMX/VMAX model. Other factors that can determine the max IOPS for good performance are IO size and read/write ratio.
Applications can be very bursty in nature which can affect performance, the queue metrics in the above tools can help determine if there is queuing the environment.

You can also check the "symstat" command within symcli. It give you some raw data of component utilization. You just have to review the symmextrix documentation depending on your model to compare the values with the ranges in where the array should be working.
