Unable to Reinstall Dell SupportAssist on XPS 13 - 9310

I apologize for the length of this post. If someone could fix a well-known, and ongoing, issue regarding reinstalling Dell's flawed SupportAssist app you would be a star and a genius indeed. Most of the Dell techs I have spoken to have no idea how to fix this issue and have been unable to help. They will have you follow the instructions seen in their video posted here https://youtu.be/F1oUJY0vB4A

Those instructions are useless and rarely work for anyone trying to reinstall the app. After carefully following all of their instructions all you get is an error message saying, "Installation failed. We were unable to complete the installation. Please reboot your PC and try again." I, and many others, have tried these and similar recommendations repeatedly and they simply don't work. I only found one Dell tech who was able to fix this about a year ago and it took him several days and about three remote support sessions to reinstall the SupportAssist app. He was supposed to email me the steps for the fix but never did. Part of what he did involved resetting permissions on the folders SupportAssist installs into. My SupportAssist has stopped working again and I have the permissions set correctly on the install folder but am still getting the error message. It is hard to believe that after all of these years Dell hasn't either issued a workaround or fix for this or better yet reissued a new version of the app that simply installs like any other app one installs on their PC.

This issue has been ongoing for years and there are numerous messages and posts on forums and Dell's support site asking for help with this. There are several videos and written suggested fixes for reinstalling SupportAssist but none of them work. I have never seen anyone actually resolve the issue with step-by-step instructions that actually work. If you have something that really works and isn't simply a rehash of the sort of steps shown in the Dell video I linked above your help resolving this problem would be much appreciated and many people would benefit from it. Thank you in advance for your help.

FYI, this is the sort of written suggestions given to fix the reinstall issue but they don't work either:
