Have you tried any of the suggestions in the TurboTax support article Troubleshoot TurboTax Desktop for Windows Issues (e.g., adding https:*.intuit.com to the Trusted Sites in your Internet Options)?.
If none of the suggestions in that support article solve your internet connection problem post back and let us know where you purchased your TurboTax software. If it was not purchased from Dell then it would be more appropriate to post your question in the TurboTax user forum at https://ttlc.intuit.com/community/taxes/discussion/02/202 or contact TurboTax customer support.
If you purchased your TurboTax software from Dell then let us know your Windows operating system, default browser, antivirus, your country of residence, whether the service warranty for your Inspiron 5570 has expired yet, and what steps you've taken so far to try and solve your problem.
