Hi Pete the man:
What is your computer model, Windows operating system, and current BIOS version? If you have a Win 10 or Win 11 OS please include the version and build shown at Settings | System | About | Windows Specifications [or open a Run dialog box (press the Windows + R keys) and enter winver]. To find your current BIOS version open a Run dialog box, enter msinfo32 to open your System Information panel and look for the “BIOS Version/Date” field.
Does your Windows user account have Administrator rights? If you aren't sure and have a Win 10 OS go to Settings | Accounts | Your Info and see if your account has Administrator or Standard permissions (see the iSumsoft article How to Check If I Have Administrator Rights in Windows 10).
Do you have Dell Update installed on your computer, and if so does it recommend the correct BIOS version and allow you to enable / disable the recommended update(s)?
Have you tried a clean reinstall of SupportAssist using DELL-Chris M's instructions at SA Uninstall/Reinstall? Note that those instructions require the uninstall of all SupportAssist-related programs (including the Dell SupportAssist OS Recovery Plugin for Dell Update, Dell SupportAssist Remediation, etc, if installed) before reinstalling SupportAssist. I currently have SupportAssist disabled on my system and only use Dell Update to check for available updates, but I've used DELL-Chris M's instructions a few times in the past (I went one step further and used Revo Uninstaller Free in Aggressive mode to uninstall each SupportAssist-related program) and a clean reinstall was able to resolve a few hard-to-fix glitches. Here are the SupportAsist-related programs listed at Control Panel | Programs | Programs and Features on my Inspiron 5584:
-----------
64-bit Win 10 Pro v21H2 build 19044.1526 * Firefox v97.0.1 * Microsoft Defender v4.18.2201.10-1.1.18900.3 * Malwarebytes Premium v4.5.4.168-1.0.1599 * Dell SupportAssist v3.10.4.18 * Dell Update for Win 10 Universal v4.4.0 * Macrium Reflect Free v8.0.6584
Dell Inspiron 15 5584, Intel i5-8265U CPU, 8 GB RAM, 256 GB Toshiba KBG40ZNS256G NVMe SSD, Intel UHD Graphics 620 * Dell Inspiron 5583 / 5584 BIOS v1.17.0

Hi Pete the man:
Thanks for letting us know you were able to update your BIOS manually.
I couldn't find a Latitude 7440 when I searched the main Dell product support page at https://www.dell.com/support/home/en-us?app=products so I'll assume you meant the Latitude E7440. The support page <here> for the Latitude E7440 confirms that Dell Latitude E7440 System BIOS vA28 (rel. 06-Dec-2019) is the latest available BIOS for this model.
I've read past reports from other users who said that SupportAssist failed to update their BIOS correctly, so as a precaution I now install BIOS updates myself by saving the .exe installer to my Windows desktop, right-clicking the file, and choosing "Run as Administrator". I also know of many users that go one step further and update their BIOS by saving the .exe installer to a removable USB thumb drive and installing from the BIOS Boot Menu (i.e., independent of the operating system) - see the section titled "Installation Instructions" in the Dell Latitude E7440 System BIOS vA28 release notes <here> for details.
I'm not sure what you mean by "code 18" (the only other reference I could find to a "code 18" in this board was in PJPuglia's 21-Aug-2020 post in Cannot Install SupportAssist), but if you'd like to post back and explain exactly what you did to solve your problem that would be helpful to other users reading this thread who might encounter the same issue. If you wish you can then mark that post as the Solution by clicking the "Accept as Solution" button - you are the original poster who created this topic so you should see that button at the bottom of every reply in your thread when you're logged in to the forum.
