slow running

i had a power supply cable break and the computer changed into this slow turtle. i went and bought an universal charger and plugged it in and now at boot up the computer tells me the charger is not recognized. i continued on and it will not charge past 94% and it is still slow. any help please? the charger is a 90w insignia ac adapter
