Should Dell SupportAssist and Dell Update Work After Warranty Expires?

I have Dell SupportAssist v3.0.7.148 and Dell Update v3.1.3 installed on my Inspiron 15 5584. My one-year service warranty expired on 07-Oct-2020.

I noticed an update for the Dell Update Application v4.0.0 was posted 09-Nov-2020 on the Drivers & Downloads tab of the Inspiron 5584 support page at https://www.dell.com/support/home/en-ca/product-support/product/inspiron-15-5584-laptop/drivers, but when I try to check for available updates:

• Dell SupportAssist reports "An unexpected error occurred" when I run "Get Driver & Downloads".
• Dell Update scans gets stuck at 10% completion and never finish;
• The blue "Detect Drivers" button on the Drivers & Downloads tab of the Inspiron 5584 support page says "Driver detection not available".

Is this normal behavior once the service warranty expires, or could this be related to a known issue with the Dell infrastructure that Dell employee NikhilKiroula posted about yesterday in the thread Driver Detection Not Available?
