My long message just got wiped out. I’ll shorten. Dell support months ago told me, after nearly an hour on the phone, that I should reinstall Windows completely on my new Dell W11 laptop to solve the problem. I chose not to; because I had not done anything to upset the computer; Support Assist had not run when I got it and had only installed FireFox and MS Office.

Today I updated Windows freshly. No luck. I uninstalled SA, downloaded an installer from Dell, and got “Unable to download .Netframework/Core resource file.” My internet connection was fast and fine.

I uninstalled SA, checked community, uninstalled SA, and installed v. 609 of, supposedly, .Netframework; found links to two pages, one for  an MSI installer, one for some other initialled one (maybe MPB?).

I also checked to see if Windows services had something unchecked (and I’m way out of my league here). In the Control Panel at left, in Turn Windows features on or off, I checked the first box under .Netframework 3.5 and rebooted.

The first download appears fine; the second link produced a text and symbols page. But the first one, when run, brings up this message: “The upgrade patch cannot be installed by Windows service because the program to be upgraded may be missing or the upgrade patch may update a different version of the program.” It tells me to verify both.

So now I’m really confused. The only runtimes in my control panel program list Desktop runtimes. There is nothing called .Netframework, though the new Desktop runtime is v609.

Again, this is a new computer. I don’t get it.

Can anyone help me, please? Is there more info I need to provide?

Hi Ulodesk:

What is your Dell computer model, and what is the edition (e.g., Home, Pro, etc.), version and OS build number of your Windows 11 operating system shown at Settings | System | About | Windows Specifications?

The minimum system requirements posted in the release notes <here> for the current SupportAssist v3.12.3.5 (rel. 11-Oct-2022) state that you must have at least Microsoft .NET Framework 4.7.2 (not .NET Framework v3.5) and .NET Core Runtime 6.0.9.

Please see Dell employee DELL-Nathalia M's 19-Oct-2022 instructions for installing the current SupportAssist v3.12.3.5 in Michael.Strachan's Dell Support Assist Fails to Install. Step # 1 of those instructions advises that users begin by removing all traces of previous SupportAssist installations using the Microsoft Install and Uninstall troubleshooter, and Step # 2 advises that you have the older .NET Runtime v6.0.9 (rel. 13-Sep-2022) installed on your system (i.e., not v6.10.0 or higher) before you reinstall SupportAssist with the .msi installer. If you have any problems with DELL-Nathalia M's instructions I've posted some additional hints in FLGranny's 27-Oct-2002 thread SupportAssist is Very Sick, including a link to the alternate SupportAssistInstaller.exe installer that is available on the SupportAssist for Home PCs download page.

Before running any SupportAssist installer make sure you have the Microsoft .NET Runtime v6.0.9 (not v6.0.10 or higher) listed at Control Panel | Programs | Programs and Features. If you aren't sure if Microsoft .NET Framework 4.7.2 or higher is installed you can enter the command reg query "HKLM\Software\Microsoft\Net Framework Setup\NDP" /s into a command prompt.  My image below shows my highest .NET Framework is v4.8.

The ASoft .NET Version Detector utility can also be used to find your installed .NET Framework and .NET Runtime versions. This is a portable app, so just save the netver.zip file to any location, unzip, and double-click the dotnetver.exe executable to run.

The interface of Asoft's .NET Version Detector is a bit cluttered but if you click the Copy button in the bottom right corner and paste the results into Notepad or some other text editor it is easier to read the results. Here is sample output from my Inspiron 5584 / Win 10 Pro v21H2 laptop.  Note that I still had MS .NET Runtime v6.0.9 when SupportAssist v3.12.3.5 was installed on my system back on 11-Oct-2022.

Hi; I'm finally getting back to this issue, unfortunately without success.
I have run the MS trouble shooter; SA is not listed. I have uninstalled 6.0.10, installed 6.0.9, and rebooted. It shows up in Control PAnel programs. However, using either of the two installers for SA, I get exactly the same error messages, respectively, as before.

As to my system, it's a Dell Inspiron 3515 running W11 Home 64-bit, OS build 22000.978, on an AMD Ryzen 5 3450U.

I'm open to further suggestions. Thank you.

Hi Ulodesk:

If you have Win 11 Home v21H2 I would have expected you to have OS Build 22000.1098 (KB5018418, rel. 11-Oct-2022) or higher. Do you know why your Win 11 Home v21H2 OS build is still on 22000.978 (KB5017328, rel. 13-Sep-2022)? Have you deliberately paused Windows Update to prevent MS .NET Runtime v6.0.9 (rel. 13-Sep-2022) from updating to v6.10.0 (rel. 11-Oct-2022), or do you know of another reason why your October 2022 Patch Tuesday updates were not delivered on or around 11-Oct-2022? Just note 08-Nov-2022 is the second Tuesday of the month, which means the November 2022 Patch Tuesday updates are due to be released tomorrow.

Do you have the current Dell Inspiron 3515 and Vostro 3515 System BIOS v1.9.0 (rel. 11-Oct-2022) currently listed <here> on the support page for your Inspiron 15 3515? If you aren't sure enter msinfo32 in a Run dialog box to open your System Information panel and look for the field titled "BIOS Date/Version".

I would suggest you run System File Checker (sfc /scannow) and the DISM command Dism /Online /Cleanup-Image /CheckHealth from an elevated command prompt with Administrator rights as instructed in the ghacks.net article Use DISM to Fix Issues SFC Can't to see if those scans can find any issues with your current Windows system files.

If you're certain that MS .NET Runtime v6.0.9 (i.e., not v6.10.0 or higher) is listed at Control Panel | Programs | Programs and Features, did you run the ASoft .NET Version Detector utility I recommended <above> to confirm that you also have the required MS .NET Framework v4.7.2 or higher installed?

If you haven't already done so, I would also recommend that you disable the Fast Startup power option (also known as hybrid boot-up / hybrid shutdown) as instructed in Option # 2 of the ElevenForum tutorial Turn On or Off Fast Startup in Windows 11 and then re-boot your system a few times. Fast Startup is enabled by default but this power option can interfere with the loading of services and drivers of third-party software at boot-up and cause all sorts of odd glitches and unexpected problems, and Microsoft has acknowledged that Fast Startup can even interfere with Windows Update - see the MS support article Updates May Not Be Installed With Fast Startup in Windows 10. As a general rule I always recommend that anyone with a Win 8.1 or higher OS should disable Fast Startup.

If everything I've mentioned above doesn't help, download a fresh copy of SupportAssistInstaller.exe from the SupportAssist for Home PCs download page and save it to your desktop, right-click the .exe file, and choose "Run as Administrator". If this online stub installer also fails to run to completion let us know what error messages, if any, are generated.

Note that Dell employee Dell-Chris M posted alternate instructions for a clean reinstall of SupportAssist at SA Uninstall/Reinstall. Those instructions require the uninstall of all SupportAssist-related programs (including the Dell SupportAssist OS Recovery Plugin for Dell Update, Dell SupportAssist Remediation, etc., if installed) before SupportAssist is reinstalled. I've used those instructions a few times, and I usually go one step further and use Revo Uninstaller Free in Aggressive mode to uninstall each SupportAssist-related program to remove stray files and registry entries left behind by the "regular" uninstallers.  If you aren't familiar with Revo Uninstaller, or if you've already uninstalled Dell SupportAssist from Control Panel | Programs | Programs and Features, I'd suggest you watch the short Dell Tech Support video at Dell SupportAssist Not Installing that includes a list of folders, registry entries and Windows services that users can manually delete after a Control Panel uninstall of SupportAssist to ensure you've removed the final remnants of your old SupportAssist installation before you try to reinstall SupportAssist v3.12.3.5 again.  Also ensure you still have MS .NET Runtime v6.0.9  (and not v6.10.0 or higher) installed if you try Dell-Chris M's instructions.

Thank you very much for your assistance; I truly appreciate the time and expertise!
 It sounds like a lot to do. I may just copy it and take the computer to Geek Squad and have them deal with it; they speak the language better than I do. I have limited time to deal with this, as  indicated by my delay in responding.

Hi Ulodesk:

No worries, but keep in mind that many Windows 11 are users are having issues either installing or running SupportAssist v3.12.3.5 (rel. 11-Oct-2022), so there's no guarantee a reinstall of your operating system (which is likely what the Geek Squad would do) would fix anything.  I don't remember anyone else reporting the exact error messages you're seeing, but if your computer is working well other than this SupportAssist problem your best option might be to simply wait for the next release of SupportAssist and see if it installs correctly.

In the mean time, you could try installing the Dell Update Windows Universal v4.7.0 application (Dell-Update-Windows-Universal-Application_MMJM6_WIN_4.7.0_A00_01.EXE, rel. 31-Oct-2022) that is available for download from your Inspiron 3515 support page <here>. If that program installs correctly you can use Dell Update to check for available Dell software and drivers for your computer.

Just an aside, but I personally don't like SupportAssist - it's too buggy, consumes too many system resources, and the "system optimization" scans (Clean Files / Tune Performance / Optimize Network) are too aggressive and have the potential to do more harm than good - see my 12-Jul-2021 comment in ex-jedi's Prevent Automatic Recycle Bin Emptying. I have disabled my Dell SupportAssist and Dell TechHub services so that SupportAssist can't launch automatically on my Inspiron 5584 at boot-up, and I've started using Dell Update v4.x to check for Dell software and driver updates. If I ever need to run a hardware scan I can always run Dell's F12 ePSA (enhanced Pre-boot System Assessment) hardware diagnostics from my BIOS, and my Windows 10 OS also has its own built-in hardware diagnostics at Settings | Update & Security | Troubleshoot | Additional Troubleshooters. Note that I've also disabled Dell SupportAssist OS Recovery (also known as Dell SupportAssist Remediation / System Repair) and I now use Macrium Reflect Free imaging software as part of my emergency recovery plan , but that's a whole other discussion - see my 28-Jul-2021 post in Desmodus1984's Inspiron 5570 - SupportAssist OS Recovery Tools Downloads But Not Installing.
