Latitude 5400, SupportAssist, and "Welcome to Comcast!" blue screen
Latitude 5400
I bought a used Dell Latitude 5400 with a working instance of Windows 10 Pro (digital license on motherboard). I am attempting to wipe the M.2 NVMe PCIe SSD and do a fresh install of Windows, drivers, etc., using UEFI ROM firmware and SupportAssist.
After several hours, I believe Windows is installed and I am in Windows Setup, networking phase:

If I leave the edit box empty and click "Next", the screen refreshes with some additional text (in yellow) below the edit box:

I do not use Comcast and do not have a Comcast email account.
I am unable to find a way past this screen -- there is no obvious way to cancel, opt-out, etc..
Does anyone know how to get past the "Welcome to Comcast!" blue screen?

Maybe you bought the device which was previously owned by Comcast with customed firmware?
See if you can perform a clean Windows install using USB key created with Windows Creation Tool.

The issue is that cSOS and SupportAssist are blocked by Comcast software. I want to get past the Comcast blockage.
Installing via a Windows 10 Disc Image (ISO File) will give me Windows, not Windows plus whatever software Dell added.
I think the root causes of the problem include:
1. Sellers and/or distributors of used Dell equipment often do not notify Dell of ownership transfer.
2. Dell will not accept ownership transfer by buyers.
An obvious solution would be for buyers to take the equipment and the receipt to a notary, have the notary write the service tag and buyer's information on the receipt, notarize it, and mail it to Dell. Perhaps a Dell representative can comment on this suggestion?
