I'm blocked by admin from running setup.exe and I AM the admin!!!!

I changed a security setting by accident this morning ( only had the laptop for a day).  Now when I try to run setup.exe - I get this message.  I AM the administrator,  How do I undo this???  I don't remember what I changed.
