What is your Windows operating system and the full name of your Dell computer model? Is this a new Dell computer that just shipped from the factory?
Please clarify what you mean by "My amd radeon not installed". For example, what is the make, model and driver version of the graphics device(s) listed under Display Adapters in Device Manager? Do you mean that your AMD Radeon graphics card is missing from Device Manager, or do you mean that a Dell utility like SupportAssist v4.x and/or Dell Update for Windows Universal v5.x is not finding the latest available driver for your AMD Radeon graphics card?
From Device Manager on my Dell Inspiron 15 5584, which does not have a discrete graphics card from AMD, NVIDIA, etc. and uses the Intel UHD 620 Graphics chip built in to my motherboard:

For now I will assume that when you go to https://www.dell.com/support/home/en-us?app=products and enter your unique Service Tag that you are redirected to the support page for the old Inspiron 3521 (End of Life) model at https://www.dell.com/support/home/en-us/product-support/product/inspiron-15-3521/drivers. If that is correct please read my previous post and let us know the model number of your AMD Radeon graphics card and current driver version shown in Device Manager. The only AMD Radeon driver I can see on that support page that is compatible with Windows 10 (and certified for the Dell Inspiron 3521 System BIOS A16 released 23-Nov-2018) is driver version 15.201.1101 (released 12-Oct-2015) for the AMD Radeon HD 7730/8730/7670/8670/8850/8870M models as shown below.
NOTE: There is support page for a newer Inspiron 15 3521 model at https://www.dell.com/support/home/en-us/product-support/product/inspiron-15-3521-laptop/drivers that ships with Windows 11.
