What is the model number of your Latitude computer and what is your operating system (if Windows 10 or 11 please include the version and build shown at Settings | System | About | Windows Specifications)? Are these missing security updates for your Windows operating system that are normally delivered by Windows Update, or are these updates for your Dell software and drivers that are normally delivered by a Dell utility like SupportAssist or Dell Update? If this is a problem with a Dell utility please include the name and version number of the utility in your next reply as well.

If you have a Windows 8.1/10/11 operating system I'd suggest that you disable the Fast Startup power option (also known as hybrid boot-up / hybrid shutdown) at Control Panel | System and Security | Power Options | Choose What the Power Buttons Do | Shutdown Settings | Turn on Fast Startup and then re-boot your computer to see if this solves your problem. This power option is enabled by default but Fast Startup can interfere with the loading of services and drivers of third-party software at boot-up and cause unexpected problems, and Microsoft has acknowledged that Fast Startup can even interfere with Windows Update - see the MS support article Updates May Not Be Installed With Fast Startup in Windows 10.
