Dell.TechHub.Instrumentation.SubAgent.exe extreme CPU usage on network traffic
XPS 15 9500
While trying to debug performance issues with IPv4/UDP on looopback, I found that Dell.TechHub.Instrumentation.SubAgent.exe consumes excessive CPU time whenever any other process on the machine is doing network communication.
It appears to be doing so synchronously, and severely limits network throughput down to no more than 40-50k packets / second. All while at the same time using up an entire CPU core.
For whatever reason, while this service is active, it also causes any traffic to bypass any installed 3rd party personal firewall on the same machine. Only terminating this services restores functionality of 3rd party personal firewalls.
For what reason is this process hijacking all traffic?
