Hi @ghali12345 :
I no longer have SupportAssist v3.13.x or SupportAssist OS Recovery v5.5.x installed on my system but while you're waiting for assistance please answer a few questions. Given that your recent in-place upgrade of Windows 10 v22H2 failed to fix a corrupted user file and you tried a repair with the Tweaking.com Windows Repair tool it's possible some of your Dell programs were corrupted and have to be reinstalled, or that you still have a problem with your Windows OS.
Please post an image of all your installed Dell software you have installed at Control Panel | Program | Programs and features in your next reply. Here's an old image I captured on 10-Mar-2023 (with installed programs sorted by Publisher) just before I uninstalled all my SupportAssist-related programs.
Also let us know what version of Microsoft .NET Runtime v6.0.x (a system requirement for SupportAssist v3.13.x) is shown at Control Panel | Programs | Programs and Features. I currently have v6.0.24 (installed 25-Oct-2023).
If you haven't already done so, install the critical update for the Intel Management Engine Interface Driver v2313.4.16.0 (released 05-Aug-2023) that was offered by Dell Update for Windows Universal v5.1.0 to see if that solves the problem.
If that doesn't help, open SupportAssist v3.13.3 and go to Options (the gear icon in the top-right corner) | About to start a self-update check and confirm you have the latest version of SupportAssist. Here's an old image I captured on 08-Feb-2023 when I was using SupportAssist v13.12.2.
Once you're certain you have the latest version of SupportAssist go to the Vostro 3591 support page at https://www.dell.com/support/home/en-us/product-support/product/vostro-15-3591-laptop/drivers and click the blue Check for Updates button. Does that SupportAssist scan from your support page offer the same available updates as Dell Update for Windows Universal v5.1.0 and a manual check for updates from the SupportAssist v3.13.3 interface (Home tab | Get Drivers & Downloads | Run)?
_______________________________________
I would also run scans with DISM and System File Checker just to make sure your Windows system files are okay. First, open an elevated command prompt with Administrator rights and enter the command Dism /Online /Cleanup-Image /CheckHealth. If that scan does not detect any problems with your component store then run the command sfc /scannow to see if it can detect and repair any issues with your system files. If either of those scans detects a problem post back and let us know what message it displayed. See the ghacks.net article Use DISM to Fix Issues SFC Can’t for more information about these scans. Here's an image I captured on my Win 10 Pro v22H2 machine on 09-Jan-2023:

i just isntalled the driver of Intel , but i don't see much differences , i also tried using the website to check for updates and it says this message :
I kinda hope this is just a bug that's going to be fixed .
How can i check Known issues ? . i forgot to say but i got one time (the day when i got the issue) the Support Assist recovery Tools in my DELL update app , however it is not working now , so , what i am going to do is waiting for your answer , if nothing is fixed :( i will wait this can be a good solution because probably there is a bug with support assist .
I found this in DELL Folder (Program Files) by using treesize :

Hi @ghali12345 :
Microsoft .NET Runtime v6.0.18 (KB5027797) was released 13-Jun-2023. The SupportAssist v3.14.2 release notes <here> state that Microsoft .NET Runtime v6.0.14 or higher is required so you meet the minimum system requirements, but if your Windows Update is working correctly you should have received several security updates since then, including the latest Microsoft .NET Runtime v6.0.24 (KB5032874), an emergency out-of-band update that was released 24-Oct-2023.
Make sure your Win 10 OS is fully patched (Settings | Update & Security | Windows Update | Check for Updates) and then be sure to run the DISM and System File Checker scans I recommended <above> to make sure you don't have a problem with your Windows system files.
Check if you have the latest Dell Vostro 3491/3591 System BIOS v1.27.0 (rel. 07-Aug-2023) that is listed on the support page <here> for your Vostro 3591. To check your BIOS version open a Run dialog box (Windows key + R), enter msinfo32 to open your System Information, and look for the field called "BIOS Version / Date", If your BIOS is outdated just post back and let me know - don't try to update it yet.
You should also open your Windows Services (Start | Windows Administrative Tools | Services) and make sure that all your Dell services, including Dell Client Management Service and Dell TechHub, all have a Status of "Running". Here's an old image I captured on 17-Feb-2023.
Note that you should not expect to see the service called Dell SupportAssist Remediation (another name for Dell SupportAssist OS Recovery) since that program is not currently installed on your system.

Hi @ghali12345 :
The release notes and user guide for SupportAssist can be found at https://www.dell.com/support/home/en-us/product-support/product/dell-supportassist-pcs-tablets/docs, and the Known Issues section of the SupportAssist v3.14.2 release notes are <here>.
As far as I know the blue "Check for Updates" button on your Vostro 3591 support page at https://www.dell.com/support/home/en-us/product-support/product/vostro-15-3591-laptop/drivers should run correctly as long as SupportAssist is installed and working correctly, even if your service plan has expired. If that scan is failing it could indicate there is a problem with your SupportAssist installation, or there is a problem with that web page.
I don't have SupportAssist installed so I see a prompt asking me to install SupportAssist when I click "Check for Updates" on the support page for my Inspiron 5584, but just be aware that I have noticed other problems on that support page for a few weeks now. See my 24-Oct-2023 topic Recommended Updates (View List) Not Displayed on Inspiron 15 5584 Support Page for further details.
________________________________________________
Prior to March 2023 when I still had SupportAssist installed on my Inspiron 5584 I often used Dell employee DELL-Chris M's instructions at SA Uninstall / Reinstall to perform a clean reinstall of SupportAssist. Those instruction tell users to remove ALL SupportAssist-related programs [including Dell SupportAssist, Dell SupportAssist Remediation (also known as Support Assist OS Recovery or System Repair) and the Dell SupportAssist OS Recovery Plugin for Dell Update] before reinstalling SupportAssist and Dell SupportAssist OS Recovery Plugin for Dell Update, and when I followed those instructions SupportAssist always offered the latest Support Assist OS Recovery Tools v5.5.x the first time I ran a manual check for updates from the Home tab of SupportAssist. See the support article SupportAssist OS Recovery Tools Fail to Install Using SupportAssist for more information.
I don't know if there's a bug in the latest SupportAssist v3.14.2, but you might want to try a clean reinstall of SupportAssist just in case it was damaged during your recent in-place repair of your Win 10 OS. There are updated instructions for a clean reinstall of newer version of SupportAssist in the support article SupportAssist for PCs and Tablets Clean Uninstall and Reinstall and a companion YouTube video at Dell SupportAssist Clean Reinstall (Official Dell Tech Support). HINT: I would not manually remove the Dell Client Management Service when you reach Step # 6 of those instructions (this shared service is also required by Dell Update for Windows Universal v5.1.0), and after you download a fresh copy of SupportAssistInstaller.exe to reinstall SupportAssist be sure to right-click the file and choose "Run as Administrator".
Before starting your clean reinstall just be aware that some users have recently reported problems installing or reinstalling SupportAssist on their PCs, and if something goes wrong you might end up having to use Dell Update for Windows Universal v5.1.0 to check for available updates until Dell can figure out why the latest SupportAssistInstaller.exe installer throws an internet connection error on some systems.

Thank you so much for taking your time to help me , i am right now at school so i dont have access to my computer , i will do all the steps because when i did the inplace upgrade i forgot to do the updates , because befofe the version of my build was 3354 i think but now it is 2965 so i have to do the updates. If i try everything again and nothing work i would say 90% is a bug and 10% an issue with my system , and to be sure i will wait a few weeks to see if dell saremediation will come back in ssupport assist or not ( i did this last year for screensaver black screen issue , i decided to wait a few weeks or a month aand the issue was fixed

Hi @ghali12345 :
Just a warning that you will have to be very patient when running Windows Updates, and ensure that all offered updates (other than optional Preview builds, which I would advise you ignore) are downloaded and installed and all have a status of "Pending Restart" before you actually restart your computer to finish the installation. In recent months many users, including myself, have noticed that Windows Update prompts them to restart their computer before it has finished installing the monthly cumulative Quality Update (i.e., when the status is "Installing" instead of "Pending Restart" - this always happens to me when Windows Update is also trying to install a MS .NET Framework update), and the October 2023 Patch Tuesday updates of 10-Oct-2023 were especially problematic because Microsoft is rolling out a new MS .NET Framework v4.8.1 to Windows 10 machines.
Many users have also reported in recent months that when all their updates have a status of "Pending Restart" and they finally restart their computer to finish their Patch Tuesday updates that their computer can re-boot multiple times before they see their Windows login screen again.
Before you start your Windows Update it might be helpful to read my post # 2593792 and post # 2594292 in Susan Bradley's October Updates – Here Comes Copilot in the AskWoody forum about some of the glitches I observed while installing the October 2023 Patch Tuesday updates on my Win 10 Pro v22H2 computer.

Hi @ghali12345 :
Before you spend too much time trying to fix SupportAssist and SupportAssist OS Recovery:
I should add that I don't use SupportAssist v3.14.x on my Inspiron 5584 because I find it is too buggy, consumes too many system resources, and the "system optimization" scans (Clean Files / Tune Performance / Optimize Network) are too aggressive and have the potential to do more harm than good - see my 12-Jul-2021 comment in ex-jedi's Prevent Automatic Recycle Bin Emptying. I now use Dell Update for Windows Universal v5.x to check for Dell software and driver updates, and if I ever need to run a hardware scan I can run Dell's F12 ePSA (enhanced Pre-boot System Assessment) hardware diagnostics from my BIOS. My Windows 10 OS also has its own built-in hardware diagnostics at Settings | Update & Security | Troubleshoot | Additional Troubleshooters.
If you want to continue using SupportAssist on your Vostro 3591 I would strongly advise that you disable all automatic background scanning at Options (gear icon) | Settings | Automate Scans and Optimizations | Set Your System to Automatically Run Scans and Performance Optimizations as shown below and just run "Get Drivers & Downloads" and "Scan Hardware" tasks manually from the Home tab of SupportAssist. Here's an old image I captured in Dec 2022 when I was using SupportAssist v3.13.0.
WARNING: If manual update checks with either SupportAssist v3.14.x or Dell Update for Windows Universal v5.x offer a BIOS update you should decline (uncheck) the update and install your BIOS update manually. See my 03-Dec-2022 post in RotcivZednanreh's Dell G3 3579 3 Amber and 1 White Battery Code and Won't Turn On for more information about safely updating your BIOS.
_________________________________________________
I also uninstalled Dell SupportAssist OS Recovery (also called Dell SupportAssist Remediation / System Repair) after my Inspiron 5584 failed to boot and I was unable to launch Dell SupportAssist OS Recovery to perform an emergency recovery. Fortunately, this happened before my Dell service warranty expired, and after two hours on the telephone with Dell Customer Support I was finally able to enter Windows' built-in recovery system and perform a reset to factory condition, which allowed me to boot up my system again. I have also listed some known bugs (past and present) I encountered with Dell SupportAssist OS Recovery in my 28-Jul-2021 post in Desmodus1984's Inspiron 5570 - SupportAssist OS Recovery Tools Downloads But Not Installing before I finally removed this software.
I currently use Macrium Reflect Free (which will reach end of support in after January 2024 but continue to function) as a replacement for Dell SupportAssist OS Recovery and use this disk imaging software to create emergency media (a bootable removable USB stick) and save the occasional full disk image on an external backup drive in case I ever have perform another emergency recovery. See TechRepublic's June 2023 Top 5 Free & Reliable Hard Disk Drive Cloning Software for 2023 for other suggestions. I also do regular backups of my important user data in C:\Users\<myusername> to this external backup drive, and as an added precaution I've enabled Windows System Restore (disabled by default in Win 10 and Win 11) as instructed in the Windows Central article How to Use System Restore on Windows 10 so I always have a recent Windows restore point I can use to roll back my Windows OS if a problem occurs.

my Bios version : 1.26.0 , 13 march 2023 , I also found FirmWare as a an update in my windows settings . What is this ? can it be the reason why i am not recieving the lastest updates / or Support Assist Remediation ? Also my issue is not realy i am not able to install Support Assist Remediation , but it is litreally not getting suggested when i do dell update or support assist "updates checker". I don't really understand why there is no download link for this software i prefer that it downloads like Support Assist

I didn't found something in known issues , probably because people use rarely support assist remediation or they completly disable it /uninstalled it , they didn't do a report about it (i am sure when Support Assist was updated in my computer in 23th october 2023 , i was checker support assist if he was working or not so what i can say is that this is obviously an issue (if only i was able to contact the support to confirm me this it would be great :( . )
