Can't install SupportAssist
On my Inspiron 15 3000 laptop, SupportAssist (SA) stopped working, so I downloaded its installer and started to run it. I got a message that SA could not be installed, and that I should restart and try again. I rebooted, but I got the same message.
Furthermore, I've checked on this site, and found that I needed to delete several folders in Program Data; I couldn't find the specific files mentioned, so I deleted the entire SupportAssist folder, but I still can't install SA. The app doesn't appear in my app list, so it looks like it got deleted. How do I get the app reinstalled?

manually deleting program file folder in C drive can mess up OS. one correct way to uninstall a program is to
In the search box on the taskbar, type Control Panel and select it from the results.
Select Programs > Programs and Features.
right-click on the program you want to remove and select Uninstall..
if it is okay for you, back up data then do a clean Windows 10 install.

See if you can use a System Restore point to go back to before you deleted all that stuff. And then do an Uninstall with Add/Remove Programs.
Better, you can use Revo Uninstaller (free). It will launch SupportAssist's own removal tool and then help you get rid of any leftovers, which can interfere with the reinstallation.

I've gone through the Dell-recommended procedure (https://www.youtube.com/watch?v=F1oUJY0vB4A) twice, but I still can't install SupportAssist. What do I do now?

@CentreBoy - Do you really need SupportAssist?
Searching Dell's support site using your Service Tag is easy and doesn't have issues...

RoHe, I suppose I could get along without SA, but its refusal to install concerns me; there's something that's blocking it, so something's wrong with my system and I need to get it right, Can you think of anything else I could try? I've turned off my AV, but that doesn't help. (I turned it back on afterward.)

You're not the only one with these issues. So I don't think there's anything wrong with your PC. Just look at all the other posts on the SupportAssist forum.
IMO, stop worrying about it.
