Cannot install DELL's SupportAssist

I'm unable to install DELL's SupportAssist.

Each time I do the log shows a 1603 error. Here's a snip from the log:

I do not have an old version of SupportAssist installed and I installed .NET v6.0.9 as another DELL recommendation suggested.
