If I understand the question correctly, you should be able to manually add a new host in the Data Selection window by clicking on the ellipsis to the right of the Identifier drop-down box. Once you're in the Data Providers window you click Add and it should be a pretty straightforward process from there onwards.
Obviously the host in question has to be part of an active WLA policy.

Is the host part of an active WLA Daily DCP or is this historical WLA data that you just want to pull up for this host?
If it's part of an active WLA policy then it should be available in the main Data Selection window that loads on startup of Performance Manager; if not, then the historical data for the host has to be located somewhere where you can browse to when adding it manually.
Hope that helps.

If the host in question is correctly setup in the WLA DCP(s) and is definitely collecting data (you can actually see its btp files in the Archives folder) then it should be automatically included in the drop-down list in the main Data Selection window (once PM is connected to the repository).
If not, then there there is some kind of configuration issue with the DCP or maybe WLA is not collecting data for this host at the moment. A SR would then be required with Technical Support in order to see exactly what's happening at collection time in the Host Agent and WLA Archiver logs.
