Is is necessary to add device in IP Manager to receive trap in OI

I have two question ,

Is is necessary to add device in IP Manager to receive trap in OI

And if its not necessary with the basic configuration requried to receive a trap.

Please let point to any document if avaialbe , happy to read throught ..
