ECC Key Manager Server service is stopped during 6.1 upgrade

I'm upgrading ControlCenter from 6.0 to 6.1 and I received the message above during the install. According to Knowledgebase, this service isn't available to 6.0, so it should be getting installed with 6.1. I tried another admin id, but this didn't resolve the issue. When I display services, this service is not listed. Has anyone encountered this problem? There were no hits for this message on Knowledgebase. Thanks.
