Agent Installs to New ECC 6.1 Server Fail

I have just done a fresh install of ECC 6.1 to new hardware, OS is Windows Server 2003, Enterprise x64, SP2. I then installed the latest patch bundle as instructed in the documentation. I have installed the 6.1 console on my workstation. When I try to install the FCC agent from the console GUI to the new server it fails without any explanation. Then I tried to install the host agent to the new server which failed in the same manner. Apparently I will not be allowed to install any server agents. Does anyone have any ideas on this?
