WD19TB USB devices and LAN unavailable at startup on 3560 i7

We deploy hundreds of these set ups monthly; WD19TB dock and TB native Dell laptops. Today, I have a tech who pulled new dock and laptop out of their boxes and set them up as usual.

When powering up only one external monitor is displayed and the keyboard, mouse, and NIC are not active.

DCU is up to date and the dock drivers as well. Firmware up to date on both devices.

2 external monitors (DP), 1 wired mouse, 1 wired keyboard, LAN connected to dock

It appears to be the USBC connection, because if we connect a D6000 dock with the USBC it behaves the same. Use the standard USB adapter in a USB port and we do not have this issue.

BIOS settings for TB are all enabled and standard.
