T7400 DVD boot error: Selected boot device not availale (on two DVDs)

I have Dell Precision T7400, which is having Linux/Ubuntu grub problems, so I created a DVD (on other computer) to reinstall Ubuntu 14.04 grub boot system.

But I cannot boot from any of my DVDs. Both DVDs pass Dell built in diagnostic tests. So, it is very unlikely that both my DVDs have laser/hardware failures. Also I get same error from USB external CDROM which works for sure.

Here is what I have tried:

Boot and press F12, then select Onboard or USB CD-ROM Drive

Note: both DVD drives open and close, and lights are blinking before error:

Selected boot device not available

Thank for any help Brad

Brad again:

I tried switching between AHCI (default) and ATA in the F2 setup option SATA Operation (mainly for USB external CDROM) on all drives without joy.

Also tried reseating the cables for DVDs, and plugging both into the SATA_2 plug on motherboard. I have switched drives around between SATA_0, SATA_1 and SATA_2.

It seems unlikely that both cables are bad, and all 3 SATA plugs/ports are bad.

Brad again:

Tried to boot from USB thumb drive with same error.
