Replacing HD with smaller SSD

I don't need 500gb for what I am using my computer for, so I went out and bought a 240gb ssd to replace it with. The old one was failing. However, when i put my recovery usb in it tells me i have to have a 463 gb at least hdd to run the restore. Is there any way around this?

I am using Inspiron 15 I think it is a 3521

You'll need to contact Dell to get a Windows disc (NOT the recovery media) to do a manual installation - the recovery media can only restore to a drive of the same or larger size as the original.
