No CD after Bios update.

I just updated the BIOS to the latest version for my Inspiron 3650 desktop. Everything appeared to be ok except I have no access to a cd/dvd . Even a USB external drive is the same. Since I can't rollback the BIOS, what options do I have?

It's like there is no power to the device, even though I know there is because its a shared power cable with the hard drive. The CD/DVD is recognized system-wise, but that's as far as it goes. Tried updating cd drivers but they are the latest already.

Hoping somebody can help, don't want to have to buy another machine!

No access?  What does that mean?

Well, it means just that. The CD/DVD drive is recognizable  physically but refuses to read any disks, therefore no access. I have tried replacing the internal drive as well as many USB drives, but all have the same problem. These other drives work on other machines.
