New Precision 5550 will not boot past Dell logo after SSD replacment

Hey hope someone can help, Ive read a ton of articles relating to the issue, however most seem to ignore the STUCK on DELL LOGO aspect and ask me to press ctrl-r. or lcd diagnostice etc...  

There are no beeps or error led codes. Should i remove the memory them I get the appropriate 2,3 code, start the lirt test, runs through fine.. Turns on and off fine, just turns on to Dell logo and sits there, fans run on and off with temperature changes. It will not enter bios(f2) or boot menu(f12) ram has changed from slot to slot makes no difference, same as new and smaller size, no difference   The laptop worked fine when I bought it. Removed the other persons ssd, put a new one in exact replica and nothing.. It will not boot or enter bios without the SSD or using a bootable windows USB drive...  No errors just will not boot past logo
