Need info on adding a wired Dell keyboard and mouse to refurbished new-to-me Optiplex 790

Have a new to me refurbished Dell and am adding a wired Dell mouse and keyboard...they are dead when plugged in.

Simple not Dell keyboard and mouse came with it but the enter is in the wrong place.

Have both hooked up now to try to get control panel to add devices but nothing shows there.
