If you know there's a password but don't remember it, call Dell support -- they can assist you in removing the CMOS portion of the password. Unfortunately, that won't remove the password from the drive, but once it's done, you can install a new drive and go forward with reloading the operating system.
There is no way for a user to remove a lost password from a drive - the drive will need to be sent for recovery if you must have the data on a password-locked drive where the password is lost.

If the drive suddenly showed password protected and you're certain it did not have one set by a user, the drive is faulty.
Remove the drive - is there still a password set in CMOS setup (F2 at powerup)?
If not, just replace the drive with a new one. If so, you'll need to contact Dell to remove the CMOS password.
There is no way to access the drive until the password is removed, which will require a professional's assistance to do (and the cost of a new drive will be quite a bit less the cost of having the password removed).
