Laptop stuck on Dell Logo flashing

I Just had a new hard drive put in by Dell. It worked fine for a bit, then when reboot the Dell logo just flashes constantly. I tried reinstalling windows using flash drive  with windows 10 media creation tool but i get an error about windows cannot find the required files, error 0x800700b7. I don't know how to fix that. So my only option would be to format the hard drive in command prompt. But i have heard that if i do this, and try to install windows it will ask for a password for the hard drive or bios. Is this true? Any help would be appreciated thanks.
