There are two parts to the password -- you will need to call Dell with verification of ownership to have the portion stored on the mainboard removed. Once that's done, the less expensive option is to replace the drive.
If you need the drive itself unlocked, you'll need a data recovery service that has the tools to do the job -- which will cost many times what simply replacing the drive will cost.
Do not replace the drive (or reconnect the existing drive to the system before it is cleared). Any drive you attach will inherit the unknown password, as will the system if you reattach the drive to it.
